Or they could do something less cost prohibitive, like. . . having a person who keeps an open discussion with the community.

Preferably someone with a solid understanding of both the game and battle-tech in general. Ideally someone who is both a clear communicator and someone without any massive confirmation biases, so they can sift the brown sea for the gems and discuss / impact PGI's plans.

Maybe that's putting the cart before the horse? I'm not trying to be an ass. PGI and the community could both benefit from entering an argument. Community interaction with developers has been managed in the past, and giving referable written reasons for doing or not doing something a certain way gives the tuned in bit of a community something to point to when they need to talk down the occasional person who pops up with an "awesome idea". When one of their reasons is demonstrably wrong or misguided the community could point it out. With clear discourse, the player base could could stop being 99% wrong, and by extension lost, disenchanted, frustrated and so on.

Private competitions - they are more a "Ritual of Manhood" for some, sort of Solaris VII supplement for others and while apreciated have little Impact on the financial viability of the game - you as Player can not lose there Stats nor Reputation but gain some Fame.

The moment you can win/lose something (Stats, Fame, Reputation, Planets, Money) the Wolves will band together and hunt Sheep and when there are no Sheep bcs the game is not attractive to them the pool of Wolves shrinks further and further and only some desperate Players that have a significant Investment of playtime and money will stay till sunset.

The others will go were they can boost their stats (Wolves) or graze the green pasture of good gameplay (Sheep).

There are Shades of Grey between the both extremes but at funamental level the Sheep-Wolf relationship is making your PvP game go Top or Flop.

Game-Community - that counts for the 10% that Visit a Forum, watch Videostreams, listen Podcasts, it does not keep the 90% unknown Players happy that give you the critical mass for success.

Does that mean MWO should go for the average WoW or WoT Player?

No - these Players already have good supply of games that fit them and you wont get more than a little straw fire success - you look for the uncontested niche and the Players that do not have a supply of games and if this is initially a viable niche you grow it to success like EVE did but avoid the "Mean Guys Game" trap EVE now sticks in.

Time will tell were MWO will get but i fear i know the answer...

But when the developer's answer for ANYTHING is that we thought about it and decided that THIS didn't make sense, but this OTHER totally illogical construct that's confusing and hard to explain to new players (GHOST HEAT) does make sense, because I SAID SO (the silent majority want this[3rd person]), and None of their reasoning appears on the surface to be mathematically sound. Well, then you get what we have today.

The original TT system was Math sound. Fix your values to those values, adjust for WOW factor, Then divide that by the recharge rate you want for real time weapons. Apply the SAME math increases to all the other systems. Heat, Armor, Structure and so on.

And then remarkably you have a mathematically sound system.

THEN and ONLY THEN do you start adjusting things to make clans different from IS more powerful in some key aspect without being overwhelmingly so. And make sure that the IS has something that makes it stand on its own WITHOUT the band aid of quirks.

You need sound Math driving all your systems or you get squirrelly weird things like LRMagheddon, Poptart apocalypse, Laser Vomit, ad naseum.

As soon as you note that the entire comp scene and most of the rest of the player base are going one way, make sure that you adjust SLIGHTLY the other weapons systems so they can compete.
