Scout Derek, you seem to be a man in the know - are IIC's going to be limited to XL only?

No, they can equip standard clan engines as well, aside from XLs.

All their tech will be clan, so that means clan endo, clan ferro, clan DHS, clan Artemis, clan lasers, ballistics, and missiles.

No, although it might look that way on first glance. The game and all its mechs are subject to (sometimes more and sometimes less) frequent balance changes. A newer mech is not always better than an older one. Choice of mechs also comes down to more than how much average kills or damage they do per match. Some just look cooler than others or can field your favourite weapons better... stuff like that.
