When did they say they were actually working on it? and not just the things they need in the game to have a chance at potentially getting a single player mode.
two very different things....working on making the game PVE capable and actually working on PVE

A few times in various townhalls.
The stuff being integrated into the training academy was specifically mentioned as part of the early experimenting with what it will take to get a single player mode.

It sounded to me like Russ wanted the "PvE" to be co-op. I just wonder how they're going to monetize it. Will they sell them in "mission packs"?

Kesmai... That is like saying a demo mode arena is a complete game and the developers should quit while they are ahead.

I havent heard them actually WORKING on a PVE mode yet.

Again, two very different things.
Russ has mentioned he wants PVE in a number of town halls and they are adding AI elements with the specific intent of integrating them into PVE. I don't think they are writing the story yet but they are in the very early stages of working on PVE. Expect late 2016 or after based on what has been said by PGI.

No, no, you will pre order it for $100 for some time in 2016 which will become the last quarter of 2017, you'll get an extra 30 days Premium time and a cockpit item of London Bridge, that's london bridge and not Tower Bridge b.t.w
