The current hostilities is down to some Merc units. House Liao has no control over any merc units that choose to sign up with us. Mercs go where the money goes. Fights = money.
Those who class themselves as House Liao Loyalist (or more accurately, Mercs under permanent contract) have upheld the agreement; much to everyone's surprise -- I mean, there's nothing ingame to enforce it. No one is using real life contracts or agreements to keep the NAP.....yet, it still has held despite the issues.
I would focus the attention on who actually benefits from a Liao v Marik fight?

Once Phase 3 is in and Loyalist are apparently allowed to vote on Attack Lanes, I guess this problem will be a thing of the past.
And yeah... The loyalist has no interest in Marik worlds unless they take Davion planets that blocks our attack lane to LIAO !!
That's about all.. We already have our hands full dealing with upstart Davion scum even with the recent Merc reinforcements.

if you don't want fights with Liao, stop defending... Players ghostdrop maybe 2-3 times...
ghostdropping takes time, one ghostdropship constantly dropping needs a little more than 2 hours to ghostdrop a planet to 51%
And that's if they are dropping non stop. get 2 ghostdropships doing that they can be there in a little more than one hour ... thats still a lot of dedication for not playing... Stop defending NAP stays active

if you want planets, we can talk exchanges of planets, we can't just let you stomp into our borders and take planets at your leisure. We can talk about planet swaps if you're wanting attack avenues, but the "we take your planets cuz we said so", isn't flying well

So to keep a non aggression pact active one side of said pact should respect it while the other doesn't need to? ok nice logic.
The second problem is that it would be nice if they'd get bored... but it seems that even after a couple of planets (les halles and zion and phact) of mostly ghost drops i dont think they will get bored.
