Meh. Phase 3 will strengthen the position of loyalists. Then we will take efforts to enlist more mercs than we need and consequently cutting their wages as we clearly see an oversupply on the merc side.

Phase 4 will then introduce illegal peripherie mercs who will do the dirty ghost dropping for even less money.

In phase 5 we will raise the prices for ammo to a degree that only loyalists can afford it and all the mercs can go to hell or walmart. Problem solved.
