Your first mistake is looking to purchase a HGN. But yeah, known issue.

I don't think ballistic quirks count toward AMS.

Russ knows this since a month or so (I know it from twitter), it's just not a high priority
I never really liked quirks much
it's a bit messy now for PGI to keep an overview?
wait till we have 600 mechs in the game (that with variants), or even more, and at some point we get a jump in the timeline
and getting new tech
which needs to be balanced again
Where do i get the Gauss AMS
Laser AMS>over every other
don't have Highlander the highest HP on the CT ingame these days? (or was it only one variant?)
I never really liked quirks much

There simply isn't enough information to know.
When they first released quirks they literally said that each mech got a certain amount of quirks, and lost 1 for having JJs, and lost 1 for having ECM. So it can be assumed that those incorrect quirks are indeed taking up a space for legitimate ones.

It actually can't, because they are not holding steady to that. Some variants of 'Mechs of one tonnage have way more quirks than others of despite neither variant having either JJs or ECM. Some even have negative quirks and didn't get anything special to make up for it. Look at the Battlemaster (which I'm not saying is UP), Locust, Jagermech, Zeus, and I'm sure there are several others since I can't be assed to count every single one.
