Leaving it to that match is usually enough. I don't think anyone would go even further (unless, they are nuts) to go onto someone else's TS and yell at them.

As at 'team' game part. Well, I think that as in any random team assembly for a single match... No, just in the unit you can criticize the player for the build. In solo queue I don't see how it's any better any ultra-short-ranged Atlas on Polar or extrahot Timber on any hot map. Same gimp by bad build. As it is a random team there always be some players with a build that is better for another map, players that have a bad day, players that learn to play. They do not gimp the team. They are expected asset. Really, I take that entire assault lance may perish to lights in first 2 minutes or so. Most probably there will be better players in the very same match on this team. And there will be same 'category' players on the other side. The same averages. So for the team game we have the average player that is not that good at the moment with a not-optimal build. With that in mind what are the reasons to expect only best builds? Where to thy builds, where to maser weapons? Where to play and not to compete?
So, you cannot push a player to learn faster. They can run a better build but they will have to learn to use it first (and might not like it). In a game in a random team tone your expectations to the average player, since opfor was picked from the same rooster.
Let me put it this way.
You are always "held responsible" by the 11 other players. Some care and are more vocal than others about it.
When you eventually climb into Tier 3, and are moving up, there's a realistic expectation that you need to do more to get better.
I'm fully aware that some people are not as good, and are still learning the game. The thing is, @ Tier 4+5, the people who are as vocal about these things are the ones that move up... and the irony is that the guy that isn't moving up, usually is bad himself and so he'll stick around the terrible tiers much longer than he realizes.
It's hard to ensure everyone will "get better" over time - everyone will go at their own pace. It's easier to play with others (aka premade) to accelerate this process faster, as the solo queue does not promote any of this. I don't think it is easy to communicate stuff and assume the guy will absorb it quickly. However, if months pass and this person doesn't "get it", well, there's probably nothing that can truly help this person.
This has always been why I keep promoting faction hubs for CW or for group play. Getting betting involves investing time and effort to learn and understand - from people who went through the same process. It isn't going to be learned in a day for sure, but it's an ongoing process. What bothers me most is when people are told "don't use IS LRMs and sub-180m range" you see them keep firing them to no avail. Sometimes, I wish the NPE was not as crappy as it currently is...
My point is ultimately - when you're actively trying to move up in Tiers (especially beyond Tier 3), there's a legitimate reason where 11 other players can and will hold you accountable for your bad builds. It's how you deal with it that matters.
