As has been done once or twice before, we have here a thread for builds with whom we are reasonably confidante will run the game better then all-low/ fps limit of 30. Some much more-so then others.
Price ranges are eschewed on the grounds that we still don’t know what the thresholds are for any given framerate/ eye-candy goal, and said thresholds move downward with tweaking, for both clocks on the system, and game settings itself.

You can find great deals on parts at reddit.com/r/buildapcsales, but you have to check everyday.

Way too overpowered for this thread (60fps at max settings), but I want to stress the importance of waiting for sales. I bought this over a period of 2 months, and saved $500, bringing the total price to around $1000. Note that the GPU is EVGA B-stock, and I got it for around $175 off. They have a lot of 970s on their for low prices.
In the end, my point is that you could feasibly buy parts over a few months as they go on sale, and get a $1000 computer for around $650-$700, or a $3000 computer for around $2300.

Quick question: why would you put so a paltry cooler on an unlocked chip? Seems like that's itching for a change because that chip has a lot more oomph to give you.

Yeah, this game in particular has been finicky with SLI so I refuse to recommend a dual-card solution personally, and there's no reason to recommend a Titan X at all other than having an extra 400 to blow on a card. I mean, unless you're programming with the GPU to do some sort of massive batch of calculations.
I also picked the Pro-series SSD over the EVO series because despite it being cheaper, it's the superior SSD in all ways except space. I probably should have gone with 4 of them instead of 1 and a velociraptor, though.
The DDR4-4000 RAM was also a bust because of the higher latency. The extra latency makes it not better enough to bother with than the DDR4-3600 I picked (cas 17 vs cas 19). I was kind of in a rush, though, so if there is some DDR4-4000+ that is cas 17, we would probably want that.

Ok, you may win the lighting all the money on fire debate, but this does raise some questions:
1. The monitors vs. a 4k 120hz TV's. I'd imagine you could get more bang for a buck going with TV screens with the same performance.
2. That UPS is just silly. I've installed industrial UPS systems that have more power for less. At 12k, hire a contractor.
3. The PCI-E storage whoops the SSD's for performance. Would it be better to go with a RAID controller and a five 10,000 RPM discs setup in a RAID 5 for storage in place of the SSD array? More storage and reliability for a minor performance hit.

On top of that, it's a 'mainstream' platform, which means there are limitations like PCIe lanes available.
Monitors are -always- preferred over TVs for gaming.
Agree on the UPS. No reason for that level of noise here.
