Tiers are not objectives. Tiers are designed to put you in games that are competitive to your skill level. If you're not moving around at all, then it's working as designed.

Then why play at all? if you always play at your skill level and they never give you any insight on how to improve that, whats the point?

Consistently winning with consistently high damage usually gets you to the next tier for your XP bar.
There's no real exception unless you're doing something horribly wrong.

Read metamech, and go with the cutting-edge, uberest meta build ever.
That way, even if you lose, you'll end with a "=" on your PSR. Your wins will throw your PSR into the stratosphere.
Its a boring way to play, but if you really want to go up the tiers, you gotta do what you gotta do.

Fun? To kill time? Because you enjoy the subject matter? Because stompy robots are cool? I dunno. Why play games at all after you've truly hit your skill ceiling, if that's what you believe you've done? That's for you to decide.

I forgot something BIG, HUGE even.
YOU MUST WIN or PSR at best (most the time) is = which means stay the same.

Well again, what are you trying to get out of it? If you have close, competitive games now, why would you want to change tiers to something that might feel unbalanced to you? Or do you feel the skill gap between you and your fellow players currently doesn't match your self-perceived skillset?
If you *reeeeeally* think something's amiss, start a spreadsheet. Record every match score, kill, and damage tally, record win or loss, and get some real data here. If you STILL feel you're not moving along the tier food chain sufficiently, at least then you'll have hard data.

I am apparently a t4 and have no way out. If I did make its to the next tier it would take years to move up, its losing its value. Evey game played makes it more pointless to play.

If you bar is going down it means you are loosing your games and not doing enough to Stay the same.
Even if you do ZERO dmg i think a win from the team (being carried) will drive you up one pixel.

What am I trying to get out of it?
Probably the same as everyone else, I don't want to spend my time playing recording or analyzing or setting data points.

Tiers are not the "end game", they are to segregate players based on experience. If you are as you say scoring 250+ match score in nearly all your matches and winning more than losing then you are climbing. A 251 match score on a loss means you stay even. A 250 Match score on a win is at least a moderate gain. That's how the system works.
So either you have a broken PSR, or you are not doing the above things as much as you think. Track your games individually if you think it's broken. You don't even have to get that detailed, just a record of win or loss, and the PSR change. If you have more ups and equals than downs it's nearly impossible to not be going up. The exception would be if your wins are low match score and your losses are even lower match score as in sub 100.
