Ban them now, refund their money. If it's truly 1%-2%, that's not a huge hit to the bottom line. They have their money back, maybe they will repurchase, then there's no money lost at all.
Make a tier0, let them only play with other tier0 and put all cheaters in tier0.
No problem with refunds.
