They would be less strong without overdone quirks on everything, and then mechs that happen to not have overdone quirks would have lasers that aren't too hot.

Fair point.
I hope that someday the game may be how you describe, but currently overblown quirks and heat capacity far beyond what TT had in mind make balancing the game a nightmare.

Clans get:
Heavy Lasers
ER Pulse (?)
Hyper-Assault Gauss
Advanced Tactical Missiles
Good luck to PGI, balancing those.
Now, the biggest thing IS gets, which WOULD flip balance on its head, would be the Light Fusion Engine. I'll take that over any advanced weapon. I'd jump timeline immediately for those engines.

It would also stop the problem of people trying to balance the STANDARD lasers to the Clan's ER.

This would probably be possible once the Power Draw mechanic comes out since it will be limiting weapons, not just punishing them for heat.
