1. Heavy mech.
2. Decent build.
3. Stay with the death ball.
4. Shoot stuff your aiming at.
5. Profit.
Not much simpler than that.

I've yet to hear of this being anywhere near an average or normal experience. If they're spending a year or more in that tier, it's because that's where their personal skill level is.
It literally took me less than a day to climb to Tier 4 and another day to hit Tier 3.

You can BUT BUT all you want. But you really need to look in the mirror and figure out what YOU can do better.
If you are having trouble doing that, you need to join a unit with some experience so they can advise you.

Give us some information about YOU and your play style and we can probably help you out, but we have to have more info to be able to offer you anything more than basic generic tips.

What mechs are you using? Heavies are the easiest to increase with, and generally the best in solo queue. I'd stay away from lights and assaults unless you know how to play them, especially since assaults tend to get left behind by the team.
I started it December and I'm halfway through Tier 2. If you're stopping or going backwards, that means you need to change something in order to get better scores.

Since its hard to afford anything else i have to work with what i have. Getting in close enough to do damage is very difficult especially when you get targeted a long way out. another thing that would help is to keep the other tiers out of tier 5 groups entirely since they skew the fighting levels way too much.

Community Warfare may not be the best place to work on your PSR rating either as if you are getting stomped by organized groups. Until you are wholly familiar with the machines, staying in the solo or maybe group queue (if you have folks to queue with) might be your best bet.
Brawlers can get a goodly amount of damage but timing the brawl can require patience and it does require a fair amount of face time to get your shots in (in contrast to longer distance sniping and laser trades.). I'd suggest experimenting with a few different styles and weight classes if you haven't already. Maybe brawling is not your best suit?

Why do you think that anyone's PSR needs to go up at all?
PSR is not a skill rating. It's a tool used by the matchmaker to help it create more balanced games. If your PSR is not going up, then you're already in the correct tier for the purpose of creating balanced games.

Odds are that things are working correctly for you. You're just too impatient and falsely believe that your PSR needs to increase for some reason. It doesn't... just play the matches and have a good time.

If you can average 500 dmg a match, with a 50/50 win/loss ratio you will consistently and steadily move up.
You can load up the trial KGC and dakka your way out of T5 really quick. If you try the same in a Panther running a single ERPCC you'll likely never move up.
