40 Ton Clan Mech?

I'd like the Arctic Wolf, kind of like a Kintaro but smaller for the clans.
We do not not have a 40t clan mech presently.

Good speed for a 40 tonner at 139 kph, and enough hardpoints to do 6 cSPL better than a Cheetah. (More torso hardpoints, more DHS). It would be a great addition!

they all offer something of use it's a tough decision really. I'd like to see the Viper myself but yeah.. mostly a "because" reason

Not really sure about the Phantom personally, I just know that between the Pouncer and the Viper, I know the Pouncer will be slow and soft, and while it would be a cool addition at some point, slow lights and 40 tonners end up being a little lackluster. I would rather we get something with some good speed that would fulfill the fast striker role similar to a Firestarter. I think the Viper would be a good call. Its really a shame though, more variety the better. It would be really great if we could get:
Firemoth
Fire Falcon
Viper
Pouncer
Black Lanner
Huntsman
Night Gyr
Nova Cat
Turkina
Kingfisher
Its a shame that we will likely be limited to only 4 of those.

as it Fills the Clan 40Ton Slot, as well as gives options as an Over Weight Adder,

Give me the Phantom as a worst case medium, the Viper ain't worth **** to me either. Neither will be good in MWO, at least the Phantom is red, runs faster, and has ECM. Look at them Prime loadouts yo.

Well, aside from being on mothballs and not in service anywhere til after the refusal war. But it is a cool design overall. Realistically though it would be as out of place as the Arctic Wolf.

If it has to be a 40 tonner, give us the Pouncer pleeeeease. All of these over-engined monstrosities will keep my wallet firmly closed.
Fire Falcon, Pouncer/Huntsman, Night Gyr, Kingfisher is the ideal Wave 4 pack.

Meanwhile, the Viper... Hoo boy. Now there is a ride to slobber over. 140kph, stratospheric jump capability, and enough energy to run high-speed, super-mobile skirmisher fits without being so addled with energy that it cooks itself. Also has tons of ballistic, if machine guns ever stop being awful. Yeah...as much as I love the Phantom's ridiculousness, the Viper is far and away the best bet for a Clan 40-tonner.

Compared to the Ice Ferret, it has no fixed heat sinks, but has 8 jump jets. So you get less tonnage guns for a large amount of vertical mobility. At the same time, you can mount more smaller guns with more hard points than the Ice Ferret.
Plus adding the Viper puts us one 'mech closer to rounding out the original 3050 Clan OmniMech lineup.

Key points would be the fixed 151kph speed. 1 ECM Beagle variant.
The Phantom was pushed into production by Khan Phelan Ward immediately prior to the Refusal War between Clan Wolf and Clan Jade Falcon. The 'Mech is designed around Khan Ward's extensive experience with Inner Sphere tactics. The Phantom is intended to push a medium recon 'Mech to its most extreme limits. The Phantom is built on a lightweight Type-A Endo Steel chassis and is propelled to a top speed of 151.2 km/h by a Light Force 360 XL Engine. The Phantom has good protection for its size with six tons of Composite A-2 Ferro-Fibrous armor.
In its primary configuration the Phantom is an electronics marvel. To root out hidden units, the Phantom carries an Active Probe which is able to find hidden enemy units at up to one hundred and eighty meters. The Phantom prime is capable of spotting for friendly Arrow IV artillery with a TAG laser designator and, for protection from enemy electronic warfare systems, the 'Mech has an ECM Suite. To engage its enemies at long range, the Phantom has an LRM-5 launcher backed up by an ER Medium Laser and an ER Small Laser for close combat.
Alt Config. A Capable of working as a long range fire support 'Mech or very short range brawler, the Phantom A is armed with a pair of LRM-5 launchers for long range fire support capabilities. For close range combat, the 'Mech has five ER Small Lasers and a single ER Medium Laser, making it a powerful medium 'Mech at any range. BV (1.0) = 1,304[2], BV (2.0) = 1.410[4]
- Alt Config. B A dedicated close combat machine, the B configuration carries two SRM-4 launchers as its primary short range weapons. These are supported by an ER Medium Laser and an ER Small Laser. Additionally, an Active Probe protects the 'Mech from ambush. BV (1.0) = 966[2], BV (2.0) = 1,096[5]
- Alt Config. C Another close combat configuration, the Phantom C carries eight ER Small Lasers and a single ER Medium Laser all of which are linked to an advanced Targeting Computer for increased accuracy. The 'Mech also has a Flamer, which it can use for anti-infantry use. BV (1.0) = 1,413[2], BV (2.0) = 1,590[6]
- Alt Config. D The D configuration is something of a compromise between the B and C configurations. The 'Mech carries three ER Medium Lasers and an ER Small Laser for a powerful short range punch. These are backed up by a highly accurate Streak SRM-4 launcher. BV (1.0) = 1,443[2], BV (2.0) = 1,581[7]

Whereas the Pouncer actually carries less pod space than the Sadder at the same speed. Admittedly, the Pouncer jumps and has more hardpoints, but it's not max-armored by default so that cuts into its podspace even further. I don't really see what it brings to the table, though I suppose a lot of folks tend to say the same about the Viper. Really kind of sad...I do love me some warp-speed strikers.

14.5 tons after you uparmor it, but it comes with two additional DHS for a net gain of half a ton of pod space over the adder, except it has jump jets and insane numbers of hardpoints.
Here is a heads up: The Nova is actually a pretty damned good mech that only suffers because it is the size of a mech twice its weight, so trying to discredit it based on the Nova is a shaky argument. Even if that problem wasn't soon to be rectified.
An even smaller (than appropriately scaled) Nova is going to be brutal in the right hands, and a good use of a 40 ton slot. Who the hell cares if a Clan medium moves only slightly above 100 KPH? Hell, you're acting like a mech moving around 100 is a bad thing. It isn't a Cicada, but aside from the Cicada medium mechs are not exactly the fastest things out there. How fast is fast enough? 110? You think those less than 10 KPH (post speed tweak) are going to kill the mech?
It's a silly argument to make. Further, it still has that glorious CXL engine to keep it alive - something not overly hard to do in an Adder, as it is. Slap on a 5 ton heavier mech's armor and the squirreliness of jump jets, and you have a mech that will have no issues whatsoever getting exactly where the enemy doesn't want it. And when it gets there? Plenty of payload options to employ on your miniature Nova.

To be clear, I don't mind that you have a preference for something other than the Pouncer, but how about some better arguments? From all the belly aching I hear from people regarding the ADR and NVA, I don't want to be that guy who says it is a L2P issue, but it usually is. I know I'm not the best pilot out there, but it's pretty god damned easy to perform well in either mech, with no unusual survival issues.
And to beat you to the punch: Is it the current meta? No. Meta mechs make up an incredibly tiny fraction of the mechs available to either tech tree. Is it a bad mech? I see no reason to think so - unlike some other fan favorites a la Bad Lanner.
