the portal offers this eroro msg (in german, but I have a german OS)
manche oder alle idendititätsverweise konnten nicht übersetzt werden

which translates to this in english
some or all identity references could not be translated

btw, while I am at it: which fiels do I have to copy from the normal game folder to retain all my game settings like hotkeys and stuff?

I have the same problem, i downloaded and installed the portal but when i run the program shows the same error than Crispy Chicken: some or all identity references could not be translated

In this moment, i have installed the mwo steam client version. My system is Windows 10 Professional 64 bits and i don´t have any issues with the steam version of the game.

Temp solution for localized Windows:
1.Create Local group "Users" (without ") and add your account
2.Create Local group "CREATOR OWNER" (without ") and add your account
3. reinstall portal
4. Launch portal
5. install client
6. if patch don't started - wait 2-5 min and if not started - restart portal (It may take several times)

UPD: Some people say that you need to reboot ( in step 6)

in future: after developers fix this problem - delete created groups

I am a US player and have no problem downloading the tournament portal into a non-standard directory and running the game. However, I can't read any of the text in the mechlab. I am double checking all my settings to ensure they are the same as the normal game.

The invocation of the constructor on type 'MWO_Portal.View.Model.PortalViewModel' that matches the specified binding constraints threw an exception.

That is the error I receive when I try to launch MWO Portal.exe

The update installed. I am now getting one step further. I am seeing a portal but it crashes then. I am getting an erro message in an exception viewer.

"Manche oder alle Indentitätsverweise konnten nicht übersetzt werden" (German)
"Some or all links to identities could not be translated."

I hope that this feedback helps.

Ok, thanks to some help from Alex Razorblade (thanks again!) I've just deployed a new build that should take care of the "security/translate" issue. I will continue working on resolving any remaining issues. If any problems persist, please keep me informed.

We'll have this all sorted out soon, thank you all for your patience (and determination).

Does the portal show any progress at all? Does it stall out, forcing you to terminate the program?
