The 5D was perfect where it was before they nerfed the missile cool-down. It was pretty okay after. The only refinement it needed was the addition of ER PPC quirks.

Apparently PGI has discovered King's ie Candy Crush business model.

Were people complaining that the Marauders were too agile? The 3R has no JJ and the BH2 has a 300 engine cap.
Ugh, I'm tired of spending real money on packages or Hero mechs just to watch them get nerfed away bit by bit. I'm still sore about the Ilya and Dragon Slayer and now they're bringing down the BH2?
Keep killing this game for me, PGI. My unit just switched to Clan and I was really considering pulling the trigger on Kodiaks, but fuq that noise. Why should I give them money when they just keep pulling this nonsense? They should give me a damn refund on my other "Heroes."
You should be refunded. You bought a product with certain features only to have PGI take those away.

You didn't buy a product, you bought an experience. Played with the 'Mech at all? PGI can't take the experience back, so no refund.

Pretty sure after that CIG/Star Citizen lawsuit where the guy got back $2500 recently, that you can argue it in court. I bet he played with his ships too.

Just because a court rules one way doesn't necessarily mean the court was right. It just means that's the legal precedent, regardless of how just it is.
And besides, PGI does do refunds.

The Huginn was stupid OP for months, the Top Dawg was the best Thud for months, the Oxide is the best Jenner.
I know people that when a major quirk pass hits, sell their current stable and buy all new mechs with MC. And it's not just one or two here and there. It's close to a dozen.

Regular Jenners needed a mobility boost after then nerf from Tiny to Small maneuverability and the increase in size due to scale normalization. Personally, I will wait and see how they perform now before making any comments. At least the Oxide wasn't buffed. In addition, the boost to maneuverability wasn't all that large.
Some of the other changes though like the one mentioned by the OP ... those have me shaking my head.

So let's also nerf the Panther and Urbanmech, shall we?
And bring the 50 tonners back to 260 caps.
Can't have those MASSIVE engine buffs.
then just remember the highlanders massive 325 engine cap too. *sigh*

Heavy mechs are generally the best mechs in MWO. Why do they need so many structure, agility and weapon quirks? Are heavy mechs getting mowed down by OP medium mechs?
There are very few heavy mechs in MWO I would be sad to see without significant quirks. The ones that generally need some help are the ones with few hardpoints, bad hitboxes and terrible hardpoint placement, such as the Cataphract, the Dragon, etc.

Depends on who you ask, but they are not used in competitive leagues unless there's a rule against duplicates somewhere and there are no better alternatives.

PGI made a lot of noise about the Marauder, saying they wanted to "do it right." And, largely, I think they did. It's a 'Mech that punishes poor play with fast maiming and death and rewards good play with well-spread damage and solid firepower. It has exploitable drawbacks including Hunchback syndrome, huge legs, large flanks, limited hard-points (by number and by placement), arm-concentrated firepower. The original quirks it shipped with helped to mitigate all of this in the presence of piloting skill and, IMO, that's exactly how it should be.

It just seems to me that the Marauder is a pretty good mech. It's not as good as the Warhammer or Timber Wolf, I guess, but the Warhammer has weapon quirks that are absolutely not necessary, and the Timber Wolf is a different issue entirely. I don't think PGI needs to make the Marauder competitive with the best heavy mechs, I think all heavy mechs except the weak ones need to be dialled back.
Remove all weapon quirks and agility quirks from heavy mechs today, with one or two exceptions, and the game would be twice as enjoyable for me. Suddenly there would be a good reason to play more medium mechs.

But that's just it. The Timber Wolf exists. And so, too, do the Hellbringer and Ebon Jaguar. Even the Mad Dog for that matter. You can't any dial of them down without quirks or equipment changes somewhere. Even within the Inner Sphere itself, how do you propose to dial up an Archer to be competitive with a Warhammer?

I believe PGI should start by nuking quirks on almost all IS heavy mechs and nerf Clan mechs by changing their core stats. I know this is entirely unrealistic, but remember when PGI nerfed the CPLT-K2 by nerfing torso twist? And notice how certain IS variants (like Blackjacks) have different torso twist ranges, different degrees of arm movement? They should make the top Clan mechs less agile by modifying their core stats.
The Timber Wolf is very agile due to its big engine, for example. I don't mind that it's fast, but I don't think it should be so agile. I wouldn't even mind negative mobility quirks. I know the forums would explode, because people want the Timber Wolf to be perfect in every way because TT / lore. But that's what needs to be done with the heavy mechs to get some sort of balance. Heavy mechs need to be almost universally nerfed, starting with the best ones.
Not going to happen though.
