Tiers should not be a factor in MM as we should be pit from the worst to the best player and only then those worst player can have a chance to improve themselves.

I see some of the users posting in "New Player" help forum etc.
That said I disagree with you having them all lumped, they shouldn't be in a game with me for or against. While they will learn comms/positioning - they are getting stomped in team queue's. You can't learn advanced stuff if you have not got the basics sorted and/or are not fussed about it. Some of the games are full on.
I mean some people here are T4 and have been playing for a year. Which is fine, that is where their skill is at and that is cool, but should they be in T2/T1 matches and just get slapped silly constantly? Nope. They can't earn or learn if it's just a pure steamroll all the time. There is a fine line between learning when paired against better players and being outright discouraged.

The worst players should be segregated from general population to spare good players from bad games and the bad players from getting stomped. The cream will rise to the top...

Group queue is very loose on MM, because you're bringing a group. Puglandia not so much.

Yeah maybe... I'm dubious as to them being in T4. Given some of these guys are asking questions you'd expect a fresh T5 player to ask combined with their basic unawares in-game.
But yeah, is what it is. And it ain't good, and yeah, I'm sure they can't be having much fun.

it is NOT good. good players get frustrated having to carry players who think carrying bringing 4 tons of ammo with 4xLRM20s and nothing else is a good idea. and new players get frustrated when they go from 100% health to dead in one 60-point laserdrill alpha and then calling it hax
in my 2+ years of playing, with all my complaints, i have never gotten to the point i felt like quitting and uninstalling. until now.

I also quite rarely notice strange builds. Most mechs are well optimized and LRMs are seldom. I'm constantly forced to bring the best to compete with team/enemy.

Yeah, this is the major reason, why I stopped playing this game, Since getting to Tier 3 game became unplayable for me, cuz, I guess, MM started to put Tier 1s into my teams. And now population of this game is so tiny, that PGI even need to open dump valves from Tier 5. And they don't even realize, that they make situation only worse.
