If it is all right with the rules of _Loyalty_ program, why so many _loyal_ people (who payed 200$ and more) are upset?

So if you already paid $30 for the Hankyu pack you can pay an extra $90 more and upgrade to Gladiator and then get the Clan top tier reward.
Or pay only 2 x $40 (only $80) and get 2 x Clan Collector packs (ie Marauder IIC, Linebacker, Kodiak etc) which also gives you the Clan top tier reward.

It becomes a value vs volume conundrum here... if you have no collectors packs yet, getting 2 @$40 each will give you 8 mechs in which 2 will be duplicates. If you finish off the gladiator tier for $90 more, you will get 9 more mechs with no actual duplicates (okay, unique base omnipod configs).
If you've already paid/prepaid for any of the packs that can be upgraded to Collector, its more of a no brainer as it will cost significantly less to simply upgrade $20 to the collectors pack.

I qualify for all the rewards, and spent less than some, that didn't, so I can understand why they are sore.
I can also see P.G.I's point of view, whether they made as profit on the special camo variants, and how much if any I haven't a clue, but it still took time, effort, and money to produce.
They are saying an extra thank you, to those that shelled out another $20 for the camo, cockpit items, the +30% c-bill bonus, and the extra mech bay.
I'm sure that these mechs will be out next year as a c-bill option just without the c-bill bonus and the headache inducing camo

So it may be a little skeezy to value those purchases over the Hero (unique skin + unique geometry) or the base pack, but its not unlike McDonalds offering several sandwiches at 2 for $5 so that you stay and buy other things that actually net them a profit.

In fact you could have preordered everything prior to Warhammer before October 6th, 2015 and thus not qualify:

If you maxed any of these before October 6th, 2015, it doesn't count for this year, it counts for last year.

Duplicates in variant hardpoints an quirkage, yes...but one has a unique camo/color scheme that you cannot get any other way. And if its a mech that is already good to build with in the cheap variant, the (S) can be built the same or built differently. I equipped my KDK-1(S) differently than my KDK-1. And if its say the summoners you're chasing, then four of the clan collector packs that qualify are omni's, which gives you another mech you can totally re-configure with different pods than the baseline set and experiment to see what works better for you. When you find the favourite, you configure the (S) that way, and either build the non (S) differently or sell it and make some c-bills.

True, but for some, camo is irrelevant. Some (many?) just the sell the "normal" one and keep the mechbay...
...not terribly cost effective, but it happens.

That's around 200 in this thread alone.
And a lot of those are a bit put out because they've spent $100-200+ and not qualified.
$100 x 200 = $20,000 (to $40,000) of existing custom.
A lot of these are upset because it would require the spending of $40+ to qualify for X they want.
Now, if it was 1 Collector, or 1 'actual' top tier pack (an upgrade of $20-30, or something many would already qualify for), that would be an additional 100-200 lots of $20-30 (+$2,000 to $6,000) income, instead of numerous people not upgrading at all + being very wary about spending in the future.

The assault pack... that's about a $45USD cost...for a value of well over $130USD of items.
