Psr Not Changing

TL;DR: I'm improving.
Despite this, my PSR has not budged. I don't just mean that I'm still tier 5, I mean that the "progress bar" of PSR has not moved one pixel.
Is this normal?

If I remember correctly;
on a loss if you get less than 250 match score ( score not damage) you go down, above 500 you go up,
on a win you cannot go down, 250 or more you go up a little, higher score gives a larger rise.
My PSR bar has hardly moved in the last 6 months but if you screenshot the PSR bar 10 games in a row and move through the screenshots you will probably see it move a little on most games.

Compare where your bar is to what letter it's over in the word 'MINIMIZE'. You'll be able to detect the movement if your bar is that far. If your bar hasn't reached MINIMIZE, then just keep on keeping on.
I'd say it's also worth noting that your bar is going to move slowly while your finding the right build and grinding a bunch of different mechs. I realized this once these events started. During the event, I was playing a fully levelled mech with modules and trying for high scores, which is very very different from play a light to get the daily xp bonus, then play a heavy to get the xp bonus, then play a medium to get the xp bonus. Once I was just playing one mech, Mr PSR took notice and started to move at a more noticeable rate.

When I came back after tiers were implemented the first thing I did was start to elite my Mist Lynxes. That decision meant that I spend much of my eliting of the mechs in tier 5, and wasn't very far into tier 4 by the time it was done. Next up was eliting my Hellbringers and those got me through tier 4 and into tier 3 pretty quickly.

Please stop sugesting that the PSR bar is an experiance bar, it is not
in the last 6 months my bar has hardly moved, it has been between the R and the number of my current tier for more than 6 months.
I play Light Medium and heavy Mechs, I am hopeless in most assualts, I find meta play to be boring so tend to avoid it, I tend to prioritise teamwork over damage output, and the group I usualy play with are mostly higher tier than I.
If I spend a lot of time playing solo my bar does go up but playing with my group I will never go up in tier and I am fine with that

It can take a while. When I was in tier 3 and 4 some nights there was little change. Some nights the bar moved as much as a quarter to half an inch. Just remember the bar doesn't necessarily reflect what you just did, so it doesn't actually matter that you just got out of the best match of your life. It may not reflect that for a few matches and it may have been offset by matches prior or after by the time you think to look. Just keep plugging away.
Also, a good explanation of how the system works if your interested:

Indeed, it is not an experience bar. You are not guaranteed to reach tier 1 eventually.

I thought his intent was to figure out why it's not rising despite his apparent improvement in play.

I only got radar derp and UAC5 cooldown (for my workhorse) and given how the matchmaker currently works (either tier1-3 or 2-4 matchups) it can be a real pain in the arse to sit in a basic mech.
TL;DR:
Be happy you can derp in tier 5 as long as you can
you have all the fun with little downsides there
-fancy loadouts
-high ttk
-weird refreshing tactics
While almost everybody will reach tier 1 eventually, the gameplay is meta heavy and very repetitive
TTK with FLPD is stupidly short, one wrong move you your mech evaporetes at times (and that happens to 100 ton assaults too)

I think it's his average damage and matchscore
having a 299 on average means that he also does:
450 on a loss -> no rise
150 on a win -> no rise

Step 1) Go into settings, select Hide Tier
Step 2) Enjoy life in the happiest place on earth.

So I had about two hundred games in tier 5. I didn't notice any progress in the bar either. Then came frontline sale, I've been slowly collecting C-Bills for assults since I couldn't make do with light or medium, I bought two Mad Dogs since they were on sale, loaded other with LRMs and other made SRM+laser brawler.
Suddenly I jumped into tier 4. I didn't notice any progress in the long bar, if there was any, it was pretty fast and I was too exited to try those Mad Dogs out to notice it. After that came medium madness, as I've started to make great C-Bills, I bought second medium Shadow cat thinking it's better. For some games when I played only it, I actually dropped back down to tier 5 again, but as I got it configured OK I've been doing steady progress and now I'm close to reaching tier 3, plus now I have assults as well.
As I initially played only some games with Locust and mainly with Nova, my Nova stats are pretty much the same as my stats from first few hundres of games. With it I had close to 200 games, W/L rate of 0.76 and average 116 damage. Compare for example those two Mad Dogs, combined average damge 285 from about 550 fights. Or Mist Lynx, considered weakest of lights, 260 damage over close to 400 games.
Soooo, don't worry at the tier. Try to make for damage to get more C-Bills. That allows you to buy different mechs, learn how different roles they work and before you know it, you are much better, much more deadly and your tier should increase. And like I said, I never saw that tier 5 bar to move, it was about 20% everytime I looked.

I don't agree with the game design choice here - players like having well-established and understandable metrics of progress that react in predictable ways. This seems like a "black box" that behaves erratically under rules that aren't clear.
So I'm taking Aleksandr's advice and hiding it. Thanks again!

Yeah I agree. PSR should be affected strictly by match score, not by wins/losses.
