Choose for yourself which soft/harsh penalties look the best on paper!
Here are graphs to compare the different possible values for you.

I thought it might be usefull for the discussions to see the actual heat+penalty per weapon, so here are some graphs with PTS2 values.
Also GH and no-penalty lines for comparison.

PTS1 basic values:
-----------------------------------
Energy pool = 30
Multiplier Dmg/Draw = 1.0 and 0,75 for Spread (SRM, LRM, LBX)
Multiplier for penalty = 0.5


PTS2 base values:
-----------------------------------
Energy pool = 30
Multiplier Dmg/Draw = 1.0 and 0,75 for Spread (SRM, LRM, LBX) same as PTS1
Multiplier for penalty = 1 for SRM, 1 for Laser, 1 for LRM, 1.2 for PPC and IS-Ballistics, flat 20 Draw for Gauss

Updated with latest PTS2 numbers for PPC and SRM6 !
PTS-2 current basic values:
-----------------------------------
Energy pool = 30
Multiplier draw/dmg = 1.0 and 0,75 for Spread (SRM, LRM, LBX)
-> SRM6 changed to flat 7,5 draw
-> FLPPD (isACs and PPC) changed to 1.2 draw/dmg
-> Gauss changed to flat 20 draw
Multiplier for penalty = 1.0

Update for PTS5

PTS5 base values:
-----------------------------------
Energy pool = 30
Multiplier Dmg/Draw = 1.0 and 0,75 for Spread (SRM, LRM, LBX), Lasers using 0.9 (except for LPulse, using 1.0)
Multiplier for penalty = 1.4 over the 30 limit for all weapons
