If PGI makes positive steps we will see people contacting their old unit-members who moved on to other games and telling them "hey, come back to MWO it's really changed and it's a lot more fun now" You will see the server population rising again instead of declining. You will see shorter wait times for games instead of what we have now. You will see a spike in buying MC and buying mechs and PGI will see the MONEY flowing again. That's when they will realize that it might be in their best interest to listen to the player base.

At this point I don't think they could turn the ship around anymore and get back their lost customers. From a pure technical view, they took 5 years to get this laughable attempt at CW functional. To get back a substantial amount of players, there would have to be an actually "good" CW experience, so they would have to do it all over again. Even if they honestly tried, at this point I am pretty sure they just lack the skills and vision to do that, and even if not, how long would it take? Another 5 years?
And that's only the technical side. Not to speak of the lost trust and bad media.
To be realistic: The casual players who have no connection to BT already have tried this game and either stayed or, most likely, left for good. They won't come back even with a new CW. The hardcore BT-fans that have left won't come back until the game fundamentally changes, and as seen above, I don't see this happen in the near future or at all.
So even if PGI did everything right (and we all know they won't), my guess would be that there are only a few players who would come back to it. The only good thing it would do is prevent the last paying players from leaving for good.
