Quirks can be the cherry on top to mask terrible mech design (gorilla arms, CT's like the Enterprise, 2 CT mounted lasers, etc...) but they should not be the base.
PGI has been using them as the base
PGI has made a poor decision

It always takes people outside of the competitive scene a few months to realise that the meta has shifted. It only happens when the new meta reaches critical mass in solo queue, which only happens after it has achieved critical mass among chiefly competitive players.

Not saying there don't need to be balance tweaks... but people need to be more adaptable. Or possibly drive badmechs more so that their baseline experience gets depressed enough to not feel bad about getting instagibbed anymore.
Disclaimer: all of my PPCs are on badmechs and I only own one Gauss rifle. Which is not mounted on a 'Mech also running PPCs. The Meta is just another challenge to be overcome.

Exactly. I feel like people claiming this to be a new meta haven't been playing this game longer than a small handful of months. Gauss / PPC meta is as old as I can remember, though I specifically remember it being super-prevalent back in the days of the Dragon Slayer Overlord era.

Those changes were clearly not enough. Other equipments as well as weapons must be brought to same level with different flavors.

Heh, I'm in there!
2 years, and the ML no longer shares the cooldown of the PPC or SRM6
It's only 3.9s VS 4s
Though, RIP ShaqHawk
You cannot poptart anymore. It's grossly outclassed in that regard, with murdered HoverJets™ (though, largely only having a cap of 3), and the Hunch 2C doing it better with a cXL
Poptarting can be a thing, but it's not THE thing. SRMs are no longer worthless, and lasers can still have a place

I'd start with reducing ML heat requirement to 3. ISML actually runs pretty hot for what it can do within meager 270 meter optimum range. IS SL/SPL damage would be increased to 4/5 respectably to account for their pathetic range. Naturally such buffs would be accompanied by toning down of some energy quirks for certain mechs. Introducing IS version of the ERML and ERSL is also a must. They will have same damage, more range, longer duration, and more heat than the regular version.
As for pulse lasers, I have a complete rework on their mechanism in my mind. Will take time to type all the detail, so not gonna do it here.

Similarly, isML ought to fire faster for the same reasons, but less dramatic.

The new Night Gyr which does the build well with highish mounts.
and
It is a decent counter to Boated Dakka (and the Kodiak mentioned above).
It is satisfying putting those Gauss rounds through the CT of an overconfident Dakka bear.
The point of the meta is that it does constantly shift even with no great changes to the game just to counter what was previously popular. Things just naturally come into and then drift out of popularity in games with long lifespan.

This is a devastating build if used right and if you are left out on your own cos you didn't keep with the team then that's on you. You go solo you stay solo and don't complain when you get jumped.
The dwf had its flaws in boating this build. Kodiak 3 has trumped the dwf in this build do to high mounts. Even it's ppc loaded in arms are in line with the grass cannons. No more gorilla arms.
I can't speak for the NTG as i dont own any.
So really. It's just a new mech release that can boat the ppc gauss build. That's really it folks no more to see here move along.

Personally, I am not fond of it. If you don't like hill and corner peaking before... prepare to have this... at 600m+ for a good 5 min portion of the game.
Now, not every game is like this, but it's insane to see how many people tweak their mech to try to do this.
See PGI? This is why you don't nerf weapons based on popularized meta. Cause life will always find a way.
That's not the best config for Gauss Rifles though. They might do it, but it's not a meta.

I've used dual gauss er-ppc since the dire wolf has been out it's about time the "competitive scene" caught up.

Let me tell you what my GF, who doesn't even play the game, but just watches me play sometimes, said the other day:
"Well this is boring. What, now you just gonna shoot like that back and forth? First part is so boring, then you get into eachother's faces and its all over in a few minutes. Blah. And you mean to tell me that there are no land mines, power lines and such things that would hinder such a huge machine walking about?"
I think this says it all..

Agreed, when you see a bunchload of ridgesnipers on your team whilst in a brawler let them shoot it out first. Then move in for the kills. Issue with the Mechtoberfest (and other events) is the need to get the KMDD which forces the brawlers forward to get the reward,... thus making a win less likely.

What I do see is ttk continuing to decrease as the population of mechs that can carry wreck your face in two seconds loadouts continues to grow.

It's not about time for "competitive scene", any anyone else for that matter, to catch up to you. In fact, they simply lapped you and are now again where you stayed the whole time.
