I have a feeling HBS just blew everything at MechCon out of the water, including their own presentations and Alpha. Not just with the merch - It was a solid update all around. Unless they demo melee at the Con, I don't think anything's going to top all of this for anyone interested in both projects.
PGI's presentation just got cut to 15 minutes.

The partnership could work like this
Topps provide the physical toy rights.
PGI provide the 3D model designs.
HBS manage the production and distribution.
There is no need for PGI to get involve, if HBS is just making more prints and apparels.

Well this HBS thing came up later and I believe Russ was only referring to what MWO was selling merchandise wise because they don't have any merchandise rights.
