Perhaps. The presentation video states simply that the quirks are removed...with a depiction on screen of whole sections of the mech lab listing of quirks disappearing. Russ's clarification tweet about under performing mechs needing base line help came a few days later (Tuesday I believe) after the forums, and even twitter blew up. It seems obvious that the video should have said something very different than "quirks removed" if some (probably) a lot of quirks or their functional equivalent are going to remain.
My fear is that the intention really was to remove all quirks and Russ was forced to respond when everyone went ballistic over what is obvious that if some mechs that need quirks to be playable will be at an even greater disadvantage under the new quirks system. If I am right, that means at the very least that this new system is not yet a system, but rather a mere idea that they are still playing around with.
