i dont get that rival mentality, ppl dont do duels with eachother in fair way untill they meet higher tier. its not 1 by 1 tournement elimination mode.
Really whats the point putting tier 1 and tier5 in same match? most of tier1 dudes got lot of mechs tried lot of builds they know maps, weakness of builds how to cordinate properly etc.etc.
if tier 5 and tier 1 dude could matched together its meaningless to have tier system, because we are not matched with players who got similar skill/experience. it might not be very important for higher tier players but as a starter getting randomly huge power spikes in teams is not fun

What I mean is in group play if... (Using 4 players to simplify)..
You have 2 tier 4s, a tier 3 and a tier 1.
The other side might have 2 tier 4s, a tier 3 and a tier 1.
Or they might have a tier 2, 2 tier 3s and a tier 4.
They might have two tier 1s and two tier 5s.
Whatever the case it will try its best to match them with semi-equivalent rivals.
In normal play you can be matched in a similar system with ideally no greater than one tier difference up and down between each.
If it takes too long to find them, in the words of Russ Bullock.... The valves release slowly and it expands.

Group queue - no real PSR cause as it takes the average of the each group subset. You and a friend are grouped up, you are T4 and he is T3 approx T3.5 or T3. Another group, T5 + T3 + T1 = approx T3
Now, in the solo queue, that can happen if the MM opens up after 4.5minutes. Also remember that it is not just Tier but weight class. If you are taking, say a heavy, the most popular weight class, and the population is low at the time of day you are dropping, you could have a T1.

Just last night I did a few solo pug drops. I spotted 2 pilots that I knew for a fact had only been playing for a couple of months and were no greater than Tier4 at best. I knew this because I recognized their names from this subforum. Yet, I also recognized more than a few long time vets.
::shrug:: that is just the way the lobby gods work out when there are only a couple hundred people online.

Most matches in Oceanic are still played on US servers. Rare to see Oceanic come up regularly... Not idea why.
If you want a good player base - just tick all 3 boxes. 250ms ping doesn't hinder me at all, not most I talk too and from anywhere, that's the ping to all 3 or there about

Just to give a recent example: I'm currently on a losing streak with 1 match won and 16 losses. (playing in a small group of 2-4)
A few matches were close, but most of the time they ended something like 1-6/12. My team consisted of either inexperienced or new players and lots of green mechs, while the other team always had either some known, skilled players, or teams from 228, BMMU,...
Now, one could think, yes sometimes you have bad luck and alot of skilled players on the opposing team, but you will also drop with them. Nope, didn't happen. Instead we kept dropping against these players/teams and if we had some good players on our team, the opposing team had even more, lol.
MM doesn't seem to balance teams and put equally skilled players on both sides.

Also, if one side has a 12 player group and the other side has 4 groups of 3... the 4 groups of 3 will be at the disadvantage of communications but they will have the advantage in tonnage as your permitted tonnage and overall team's possible tonnage will change depending on how many are in your group(s).

Some people have issues with the game's reaction time, such as letting go of the W button with throttle decay will cause them to have to wait 2 to 3 seconds before the mech actually slows down. Zoom takes 2 to 3 seconds to work. Etc.
This is partly an issue with connection speed as well as location vs location to the server for them, even though it could happen at pings of less than 200.... if in a country where their internet use is being monitored by their government.

They've been doing that since 2015.
It used to take only 3 minutes.
In fact, it was covered in my original post as the situation "Server population is too low."
Edit: While I meant group play to include "FW", you are correct in that it is the third situation.
Sources are always welcomed additions.

I've had no issues with ADV Zoom since it was changed a few months back as to where it was controlled.
Beforehand, 100% agree with you - It was a 1-2 sec delay quite often.
Now though it's pretty decent most of the time. Odd hiccup but nothing like it was.

Do not veil it with "in normal play". The 2017 normality has become what I've described - hence the OP in the first place.
