Tried like 10 different ones now, they all suck. Like 60-70% of the performance perhaps. Sucks.
Bored. Depressed. Sad.

To be fare, no IS mech is going to be able to match the Kodiak 3, it's just not possible right now. Due to the advantages of Clan Tech, high mounts and engine cap, there is nothing in the IS stables that will match it ton for ton... with Future Tech , we can see some interesting choices coming up, but nothing will match it ton for ton.... same for the Night Gyr...
Best you can hope for for IS mechs, is to use something that you find fun to operate, and not worry about your performance.

I used to enjoy playing underdogs but right now I just feel abused.

For tank mech try the marauder . 3ac5 +4 medium
Assaut try battle master 3 lpl+medium for std or 5lpl to xl

Good is subjective.
Good against other IS mechs? Good against Clan mechs?
Most IS mechs are only good against other IS mechs. Emphasis on most. There are certainly some IS mechs that can be good against Clan mechs, but they are damned few and far between and have to be min/maxed to an absurd degree.

It's funny, I get tired of using the best units, as I find lack of challenge when I use them... then again I play with potatoes, due to lack of time, and using fun mechs and odd builds... So when I do pull out something that is borderline top shelf, I just don't enjoy the matches.

No, they suck compared to the best clan mechs.
Yes.
Now that that is out of the way, try Cataphracts and Orions again. They may not be "the best" but with their new armor quirks they are fun, if not potentially "good". There is always reliably "good" IS choices in the Locusts, Black Jacks, Griffins, Grasshopper 5P, Warhammers, Marauders. There are lots of "good" IS mechs, but I would agree none of them are "the best" in game.

Heavy and assaults ya clans are winning
I'd think the cheetah and stormcrow/hunchback IIC in the hands of a decent pilot would likely give those at least a run for their money (though I have only personally piloted the Stormcrow).

Any mech can be made into a combat capable build.
What you want is a "fun"mech. In this case I suggest you play lights. There is nothing that gets the pulse racing more than running around a corner alone only to find an Assault waiting for you. Playing lights you're usuallly only a few shots away from death so it makes you hyper attentive and keeps you on your toes. Also that fact that your weapon loadout will have a minimal effect when engaged means have to learn how to fight a longer style of combat....

Could always rotate those 2 A/C5s for 2 A/C10s. Still can fit a XL300, 100 rounds of ammo.

Or
Could drop 4 MLasers and run a XL280 for PPCs...

P.S. Didn't redistribute armor

Agreed we have some good balance on mediums and lights right now.
