Until the upcoming skill tree change next month or the month after depending on if it has been pushed back due to feedback...
...you need 3 separate versions of the same chassis, all pushed through Basic skills. Example using the Hunchback: HBK-4G, 4H, and 4P. Then you can begin unlocking the Elite trees.

and just to be clear Speed Tweak is one of the elite skills.
after unlocking all basic skills on 3 varients of that chassis you can unlock the elite skills, including speed tweak, however that will change, probably in about a month
