Neither one would be a great choice for a clan medium mech in MWO. Just my opinion, but ouch.

The biggest downside is the hardwired BAP, imo. With quirks the BAP might be ok. (I think most of the active probes in game could need a buff, especially the big and heavy BAP...).

Locked BAP is annoying, but if the Myst Lynx can do it, then the Men Shen has no room to complain.
And yes, on the RP side, Lyran forces could definitely have picked up a few during the FCCW.
I don't know if it would be objectively GOOD in MWO, but it has potential.

All true. The Men Shen has 17 tons of pod space, which isn't great at 55 tons. I'd still be curious to see how it played out.

There's no reason to waste time making a whole "new" mech when the IIC version is just a battlemech that can mount the clan weps and is otherwise the same.
Mechs with non-standard layouts like the Nova, that don't conform to the "normal" layout of arms <-torso-> waist -> legs: if PGI makes these, they will all be converted to a normal layout like the Nova was. You won't want a Black Hawk KU, a Dragonfire, a Falconer, or any of the other interesting mechs when they end up looking and working fundamentally different. PGI could put new animation archetypes in the game for them but I don't see them doing it if they didn't already do it for the Nova, back when they were still adding new animation sets.

Depending on implementation PGI could give the Urbie IIC different hardpoint layouts on made-up variants, like for example a pure energy variant (ERPPC as the big gun), ballistic/missile, or all three hardpoint types. Its engine cap might also be different since its stock engine is higher (but then again the standard formula for engine inflation puts Urbie IIC well below the current IS Urbie engine cap).
Being a Clam mech its firepower potential will probably be higher, and therefore its quirk potential will definitely be lower (probably not as tanky as IS Urbie).

Looked it up, and right you are. However, the Pouncer does have locked JJs. Strangely, it has 5 instead of 6, so that is 2.5 locked in tons. And it has almost the identical Loadout as the Adder, and looks like an Adder, more or less.
So you get bumped into the medium class at 40 tons, gain no speed, modest jump ability, and a 15 ton payload? Just doesn't add much, IMO. Most folks would be fine taking the Adder. Most serious players (read: not me) that want a clan medium take a Hunchie IIC anyway.
If we have a clan medium, I think the Shadow Hawk IIC and the Griffin IIC are better choices. I just wish clan BattleMechs weren't strictly better than Clan Omnis in MWO, but that is a whole nother kettle of fish, entirely.
