Keep in mind we don't have any need to have something like scouts. On maps with good visibility - polar, tourmaline, frozen - you can see black dots moving 2000 or more meters away. Scouts? Ok it could be better to get their grid while pointing at a location and hitting a hotkey but so be it.
With visibility good but ranges poor as they are current (things will get worse not better) you should not have such good visibility. But simple to have smoke nebular is not a good option.
As said you need a concept that can provide accurate fire at 2km or even more when you have eyes on target. No Ingame zoom but a separate screen with ITTS (ok thats was its name in Privateer) for TC because zoomed pictures doesn't scale the speed correctly.
You need also to differ between tools of communication and tools of targeting.
For example - the dorito and the minmap are tools of communication - and PGI and 99% of the customers mistake them for tools of targeting - so it could be clouded by ECM.
But the moment ECM hit the deck the team play in Solo drops went from adequate to unplayable and it still this way even worse thanks to Radar Derp

I simply don't get it why people would rather shoot at red squares and fumble about, than have clear vision and line of sight to their targets..
But that's just me?

once upon a time in the Closed Beta the River City map very small ..by start , with Night/Heatview the Blue team has firing perfect Shoots from the Startingpoint to the Startpoint of the Red Team over the full Map

vision modes should have to be unlocked through the skill tree by spending skill points
that would allow for vision modes to be a little stronger since theyd cost skill points
although the searchlight should blind vision modes at short range

The problem was not the heat vision itself, but the lack of environmental detail.
Give other objects heat maps, and reduce the sharpness as necessary to "balance" heat vision. Adjust sharpness and reduce contrast as necessary to "balance" night vision.

(Communications and targeting)
For me low visabilty drops are a nightmare my eyes water
It is not a pleasant or fun experience if I could get away with it I would disconnect every time
(In real life driving at night can be a terrifying experience)
In this game heat vision and night vision is so poor that most people don't use the feature
They should be working on stuff like this instead of the skill tree
IMO
