Its not clear. PGIs updates are often unclear due to the sheer amount of content they have to update and relevant information can often get lost in the sea of promotions, and other community postings.
What you are doing now is creating a justification for being a sh***y person.

Why the switch from banked Premium Time, to activated Premium Time, with the release of these Mech Packs?
I would vote for banked Premium Time, with the release of future Mech Packs.

Edit - I doubt anyone will read this, but I can already see what is going on in the minds of PGI involving the removal of Banked Premium with the purchase of a mechpack. Banked time adds a direct lasting value (until triggered for use) to an account. Think this over for a moment. PGI is simply assuring that this added value bonus for a customer making a purchase is made with the intent that the account holder USE it, rather than have additional value stored onto the account as a commodity of its own.

The more value you add the more likely people are to purchase. As someone who loved module inclusion and doesn't care about decals may I suggest you add war horns or ("pick any one/two warhorns") as a value add. Doesn't cost you anything and might draw in some more $.
