PGI made it up, and Catalyst honorarily cannonized it as official BattleTech Universe content

The thing is, despite any help I can offer you, or what Randall can say on the subject, and despite what anyone wants—"canon"—between PGI, HBS, CGL and others who work with the BattleTech IP—merely overlaps, as opposed to being one absolute overarching truth. Think of Marvel movies, comics and animated shows. They may share even up to 90% of their canon, but ultimately they go their own way for their own reasons, not the least of which may be legal or contractual between Marvel's different entertainment divisions (I'm not even getting into Fox or Sony there).
TLDR, Roughneck may only be Canon in the MWO/Catalyst Game Labs(games) Timeline, but not for the main Battletech timeline.
Kind of like Marvel Civil War, the comics vs the movies, a lot of things happen and don't happen, Steve Rogers in the comics goes to jail and killed, but in the movies he is never sent to jail but escapes.
