Hardware?
There are 3 different recording options if my memory serves me right. There is streaming, recording to hard drive and then something like 30 second quick records or something like that. Unfortunately, based on the information you are providing, I imagine it is going to be difficult for anyone to provide you with an accurate assessment of what's going on.
I would suggest trying to use each one and seeing what your results are to narrow the number of possible issues. I would imagine that if you are getting this while streaming, you have a network or server issue with your PC. Check you network and internet drivers to make sure they are up to date. If you are getting this while recording to the hard drive. You could have a memory issue with your RAM or a driver issue with your GPU.
Try different things like changing the video quality or location in which you save recordings. Document your results and report it to PGI, or post here in the forums.

I'd just grab OBS and use its recording feature.

OBS. works like a charm.
That, or if you have a NVIDIA GPU you can use shadowplay.

Shadowplay is nice if your system can't handle HD recording, its very resource light. But in comparison to OBS high quality preset, it looks bunk.

50 bitrate omfg wtf
3500 and up for 720 streaming
6000 and up for 1080 streaming
12000+ if recording
also consider frame rates too
push your quality as high as your bandwidth and hardware will allow before lag or loss of quality

I'm assuming it's a bitrate of 50 Mbps - pretty sure that's default on Shadowplay/GFE.
