Now that participation prizes announced and cutoff date is Aug.1... I wonder how many people will miss the cutoff date and get extra salty

Yes, I do think it is bad. This is not "giving back to their community". A benefit for a few dozen event participants in no way, shape, or form correlates to doing anything for the hundreds of times that number of people who aren't there.
In any case, oh good, an August town hall on maps. Maybe that will make up for having promised more maps a year ago and still not having delivered. We don't need more talk, we need actual delivery.

Do you read any of the road maps or patch notes? I get the frustration with the map drought, but if you consider all the balancing that happened in the beginning of the year followed by the Civil War, it's hard to say that they were just sitting on their hands all this time.

You got to be joking, If you want to Piss off all your players that don't live in the USA why do you do this.
why not call it USA Champs not bloody worlds.
so you want people to quit their job to play in this comp, what a slap in the face to the few Aussie teams that have been playing over the last few weeks.
What is the point of playing at all if you are going to screw over by having the event when people can not play?
