If the intent was to "reward" customers who spend "lots" of money? No.
If the intent was to encourage people upgrade their packs to a higher tier? Yes.
If the intent was to "reward" customers who purchased higher priced, "lower value" items? Yes.
And guess which one is the real goal of any loyalty program? (ka-ching!)

If you go and buy 10 of every Master Pack in the store right now, not one, not all of them, will qualify you.
Is that unfair? NO!!!!
Fairness? Since when did I say anything about fairness? I asked if this makes a shred of sense in a loyalty program (no, renaming it to "annual rewards program" doesn't change what it actually is).

You have no choice but to accept the fact that PGI can dictate that only collectors packs or better get "rewards".
Or I can comment on the obvious failings of a program which sabotages its' own goals. Because when you look at it from a customer's perspective, it actively discourages a yearly investment beyond $80 per each faction and $6.95 for one bundle of MC.
