Can I go back and upgrade a standard pack to collector and have it count? (I'm sure, yes)
What if the pack was purchased before Oct 18th 2016?

Edit: There's been no official word on whether you have to purchase all portions of the Collector's Pack during the time frame or if you just have to 'reach' Collector's Pack status during the time frame.

6 Hero's is pretty high, but making it ALL collector, or ALL hero isn't good - it still doesn't recognize people that buy a lot.
I would suggest making 3 Hero's = 1 Collectors if you're going that way, so you can mix and match 1 collector + 3 Hero.
At that point, I (and others I'm sure) are more likely to top up to get the rewards.
(OR, just make it a 'package value', where if you need $80 worth of Clan packs to qualify, then just check the value of all packs bought under Clan to qualify)

There are many loopholes in the methods currently used.
According to the total amount of consumption to the conditions, you can also let these players have the motivation to buy MC
rules ex.
Buy MC: total
Armor package: total
Heroes: total

The hell is wrong with you people, the 'Loyal' fans have been here and playing for years through the good and the bad. Now we all know about Free-to-play Whales, Dolphins etc (Thank God for Jim Sterling) but don't you think this is a little goddamn obvious, a little too on the nose?
Yeah I'm salty about missing out on stuff. But to dress it up as 'Loyalty' is just insulting.

1) No.
2) Yes. This is the cheapest route, actually, you'd only need to spend 20 bucks if what you say is true.
3) Does not count. That counted for the last loyalty program. If we could cheat that way, I'd never have to buy a pack of any sort ever again and can continue receiving free loyalty mechs for life. PGI might as well give me a convertable too, though not sure if a thousand+ would really entitle me to a 40,000 dollar car... It'd be nice if it gave me an achievement or something so I could at least boast (or mourn) about it. The sheer amount of premium time I've had, used, and still have without having ever directly bought any in my life, though, is hard to argue with (almost 3 years worth).

And from what I seen the minimum amount to get the top tier is 40 dollars (two collector packs if you already own the regulars which would be 80 if you didn't). By a collection such as Resistance and the amount to spend is 80 dollars. If you go by the rule of 6, the bare minimum is 80 (2 light heroes for 10 each, then 4 15 dollar heroes if you already had regular packs where you could do this), otherwise you're looking at 90 or more.
Technically I could get away with just spending 40 dollars but honestly I want to stand on principle. I'm disgusted by the supposed value of Collector packs. Without unique geometry... what is the point? Okay so unique paint job for 5 bucks more than a hero. Why do I care?
I know that soon we will have "geometry" cosmetics which we can purchase to swap out appearances and an assurance that they will not affect our hitboxes. So there is that, and likely people would just swap out the unique geometry perhaps. But it would be nice to have them as a real way of saying "I paid an extra 20 bucks for this second copy of the primary variant." Honestly I often just swap the paintjob to something that doesn't look as "ZOMG SHOOT ME NAO!" So the unique pattern doesn't do much for me.
