It is precisely that bad. It's not a Marauder IIC which can make it up with firepower, and on top of that it has severe space constraints because most of its weapons are in the arms (with hands and lower actuators), center torso, and head, and all of the IS Assault-grade ballistics (Gauss, AC/10, UAC/10) are 7 slots and all of the IS Assault grade energy weapons are at least 2 slots (Large Laser, Large Pulse, PPC, HPPC, even the damn LPPC).
The only thing the NSR had going for it was the presumed cockpit-level mounts.

It's the perspective of those images. In fact the lasers of the arms are almost exactly on cockpit level, the gauss just below that:

PGI's rendition has its arms far lower. While it does make certain sense that the Nightstar could technically lower its arms, it's not what the advertising concept art was showing.

The same thing happened when the Huntsman dropped and had the title "The Hunter" which came with the Orion IIC, so it got changed. The title for the Arctic Wolf pack will likely be changed before release.
