It's all completely meaningless now anyways.
I am hoping they add the Monty Python Clan Merc Holy Handgrenadiers. Maybe we can share a meaningless border sometime!

And, since we are just 4 years away from this formation, if the timeline, and the Lore, is being kept to by PGI, they we can expect this faction/house/unit, etc to be brought in soon.
I'm all for it. We need more than just five IS houses and seven clans.

A merger between the FRR and Ghost Bear Dominion is heavily foreshadowed at the end of the FCCW, especially with Ragnar Magnusson himself liberating the old capital planet from the Wolves and sparking pro-Bear feelings, plus a strong anti-ComStar sentiment within the FRR, which, at the time, was more or less a ComStar protectorate.
But negotiations started only in 3070, and the process of merging took decades. The FRR continued to exist until the 3103.
During the 60ies, FRR and GBD are two clearly seperate factions, albeit very sympathetic to each other. (A bit like 20ies LyrCom and FedSuns).

IS and Clan need to stay separate for faction warfare.

clanside changes would be to claim the jade falcons and wolves suffered so much in the refusal war that they had to use slavaged IS tech, so they each get 1 IS mech, 3 clan mechs, the other clans should all get higher tonnages, but only clan mechs.
for faction balance, it may also help if clan diamond shark, being best known as the only clan willing to trade with IS houses, had the ability to run 2 clan mechs, 2 IS mechs. that way both sides of the conflict have a max of a half and half dropdeck.

I don't know what the problem is. The sources are crystal clear: the merger between GDB and FRR did not start before the Jihad, was essentially done by the end of it, and formalized in 3103.
