On ECM usage:
ECM makes you not show a red triangle (targeting dorito) above you head when the enemy is too far away. This makes you harder to see and prevents the enemy from getting target locks on you.
Within the distance, enemies can target you normally and "ECM" shows up near your dorito.
ECm also hides teammates within 90m of an ECm equipped mech.
The distance of ECM protection depends on skill points invested in the sensors tree:

So, it is best to skill both ECM nodes on a mech equipped with ECM to get the most out of this equipment.
Do note that ECM is required for Inner Sphere mechs to be able to equip stealth armour.
