My search was fruitless. So far I only found pretty old ones that may or may not work or are intended to run on lower system specs.

If not, any advice to smoothen the fps via user.cfg without sacrificing lots of quality?

Right now this seems to work okay for me but I suspect there might be more I could change:

; 0=disabled, 1=enabling rendering in separate thread, 2(default)=automatic detection
r_MultiThreaded = 2

;CPU used for physics "-1"=No CORES "0"=CORE1, "1"=CORE2, "2"=CORE3, "3"=CORE4
sys_physics_CPU = 3

; MaxVRam
sys_budget_videomem = 4096

sys_MaxFPS = 59

--; Enable the JobSystem | 1) enabled, each job is invoked in one of the worker threads / 0) disabled, each job is executed in its invoking thread.
sys_job_system_enable = 1
sys_job_system_max_worker = 8 <---- I read in a post that this helped a lot to some people but I dont know if it is correct or has any effect on my machine.

These are the ones I deactivated because I didnt see any performance improvements:

; 0=disabled, 1=enabling rendering in separate thread, 2(default)=automatic detection
r_MultiThreaded = 2

; MSAA fix for ATI - toggle as needed. FSAA can work with injector.
; r_PostMSAA = 0 - unknown command
; r_PostProcessEffects = 0
; r_FSAA = 0 - unknown command

; GameEffects (in cvars, does not load in, can be dropped from your user.cfg if desired, included for ;reference)
; i_lighteffects = 0 - unknown command
; r_DepthOfField=0

; Water quality
; e_HwOcclusionCulling_Water = 0 - unknown command
; e_WaterOceanBottom = 0
; e_WaterWaves = 0
; e_WaterOceanFFT = 0
; r_WaterReflectionsMGPU = 0
; r_WaterReflectionsMinVisiblePixelsUpdate = 0
; r_WaterReflectionsUseMinOffset = 0
; e_WaterTessellationAmountX = 0
; e_WaterTessellationAmount = 0
; e_WaterTessellationAmountY = 0
; e_WaterTessellationSwathWidth = 0
; r_WaterCaustics = 0
; r_WaterGodRays = 0
; r_WaterReflections = 0
; r_WaterReflectionsQuality = 0
; r_WaterReflectionsMinVisiblePixelsUpdate = 0
; q_ShaderWater = 0
; e_ShadowsOnWater = 0
; r_WaterUpdateFactor = 0

; ? what is it?
; e_GsmCache = 1

; ? does it work?
; e_SkyUpdateRate = 0

; e_lods = 0

OP specificity is asking about the "user.cfg" which some variables have been allowed.

I would like to maximize my aging CPU/GPUs myself using legal/non-cheating means ..... any help would be welcomed.

Mine is below, you can add the disabling parts in addition but this gives me 100 fps with most maps so is sufficient for my comp:

sys_job_system_enable = 1
sys_job_system_max_worker = 8
e_ParticlesThread = 7
e_StatObjMergeUseThread = 6
r_MultiThreaded = 1
sys_limit_phys_thread_count = 4
sys_main_CPU = 5
sys_physics_CPU = 4
sys_streaming_CPU = 6
ca_thread = 1
ca_thread0Affinity = 0
ca_thread1Affinity = 1
sys_TaskThread0_CPU = 2
sys_TaskThread1_CPU = 3
sys_TaskThread2_CPU = 0
sys_TaskThread3_CPU = 1
sys_TaskThread4_CPU = 2
sys_TaskThread5_CPU = 3
sys_limit_phys_thread_count = 1
p_num_threads = 4
p_num_jobs = 6

The workaround subforum has multiple threads on modifying the user.cfg

e.g. https://mwomercs.com...urrent-usercfg/

It would help to post your CPU config.....
