I'm looking to put together an IS drop deck for Faction Warfare that is going to be relatively cost effective to put together and isn't going to require a lot of expensive upgrades. Anyone have any suggestions?

It depends on a few things:
* your style of play: mid range trade, brawler, long range poking. Obviously map style can also affect this, as well as....
* are you playing in a group or dropping solo? If you are new to the game, I wouldn't jump in solo: it can be pretty brutal, especially if you come up against semi-organised or experienced opponents. However it is possible and many of us enjoy the challenge, it does dictate a different style of builds/playstyle.
* what is your selection of 'Mechs like at the moment? Do you have multiple selections of 3x Heavy and 1x 50/55t Medium that you can build to suit different maps?

There are plenty of options available.

My favorite....

Annihilator ANH-2A, 6 AC2 + TCOMP VIII - Long range suppression fire
Warhammer WHM-6R, 2 GR + 4 ERML - Mid-long range trading
Warhammer WHM-6R, 2 GR + 4 ERML - Mid-long range trading
Commando COM-2D, 3 SRM2, ML - Scouting, short range brawl

Good on every type of game.

Some of these mechs are on sale now, too, which helps.

I've got a Marauder 3R, a Warhammer 6D, a Wolverine 6K, and a Thunderbolt 5S. I tend to play very aggressively. I like laser builds, SRMs, and LBX weapons but I'm not too fond of gauss.

Dragonmastter Deck: 1 Battlemaster 2C, 3 Dragon 1C. 5LPL on the Battlemaster, 3 LPL on each Dragon.
Quad Roughneck Deck, so good you don't need the 5 free tons: I favor a 3 LPL+2MPL build, though there's many options.

These two builds will give you some of the highest durability dropdecks available that work well for pugging or groups.

Mauler 1R is a nice heavy gauss carrier which doesn't require anything other the 2 heavy gauss and a couple optional medium lasers.

I'd focus on all range ac builds tho. boating ac5s and or ultra 5s

You need to have more than just 4 mechs.
Probably enough for 2 decks, preferably 3.
If you don't have mc and don't want to spend real bucks on it, just make sure that you have 4 spare mechs which you can swap in the right place.

Avoid mechs with real weaknesses, like Nightstar (ct) or some fov issues.
It is good to have good old mixed dakka/lazer vomit deck ready for mid range/brawling.
Warhammer 7R(s) + Warhammer BW + Marauder 3R/5M + Assasin -21/PXH-2 or JVN-11B/ WLF-GR/WLF-2. If you take light for your 4th mech, then you can upgrade one heavy to assault. In that case you would need to take Javelin-11 B for a ight, 2 warhammers and Cyclops 11-P, with ecm and dual heavy gauss. Warhammer 7R with 2 LBX10 or 2 UAC10, BW with 3 ac5s. Javelin with 2 srm4s 2 srm 2s and ecm. That is what I have. For lazer vomit decks, you might want to go with 2 battlemasters 1G, Warhammer 6D and Locust 1V or 1E. Do not bring lrms to the FW, it is a waste of tonnage.

I should probably point out that I have played Faction Warfare on other accounts. I was mostly active during phase 2 so I'm not the least bit up on the meta. I'm not exactly looking for the meta here just an effective deck that won't take me months to set up. My old unit is still around but not active. Sometimes they go for a week or more without bothering to take a contract so I'm building an account for FP and some other things.

Can't run dual heavy.

Well,

Effective deck =/= semi stock cheap deck

You could probably run a deck of crabs

4x https://mwo.smurfy-n...23707538989d6ac
or
4x https://mwo.smurfy-n...20b1f2711c1fec0

With each mech about 5,4 mil c-bills a full deck under 22 mil.

Tho, while cheap i'd personally rather opt in to take advantage of the current sale and go for a dakka heavy deck.

Marauders are on sale, riflemans too.

Mauler 1r and mx90 are great dakka mechs with quad uac5, it's a 17 mil c-bills mech but well worth the money

You can easily dump out 1-2k damage and it works on every map/mode.

If you get the Anni hero you can have an Anni LRM boat for maximum effect.

Of course the LRM King Crab is always popular.

Not lurms, 4xMrm80 catapults, each running ~70kph, one JJ for manuevering and around 1600-1800 ammo. This will cover you for most mid-short range situations...

Erll deck for long range engagements.

If you dropping solo, which I advise against unless you have no choice, try to do all-ecm decks...

Not lurms. A lurm deck would be 3xAWS-8R plus either Commando or Locust.
If you're taking Catapults, build them as splatcats - personally I'm using a pair of A1's build with 6xSRM-6 each.
You could get somewhere in that range with three Bushwacker-P1s or Kintaro-18s and spend the saved tonnage on a nasty 100-tonner to lead your deck with. Mileage may vary though.

I would say the splat cats are better if you are dropping in a decent sized premade group with agressive players...

This why i suggested the MRM80 build as you have plenty of short range punch, but you don't have to go frontline is you pugging...

Bottom line is that there is no one "best bang for the buck" deck because the maps/situations can vary so wildly. You will need 2 decks minimum and even then you will have to grapple with mismatch scenarios.

So again, ERLL deck (learn to manage heat on hot, open maps ftw) and midrange/brawly deck (learn to roll damage)

After the amount of potatoes that run something like this you can't differentiate it with a joke or being serial. :P
