Of cause PGI could maintain separate reward-pages without progress information for each event, so you don't need to log in. But i think this is a minor problem for most users, so i'd like to see PGIs resources spend elsewhere.
Asking user to do something that can be done without user doing anything is wrong way to do convenience.
Lazy mode is PGI writing a script that uses dummy rewards page to create a static reward page (with some extras like "log in to see your progress" button) that would be shown when not logged in, that would require zero maintenance.

Of all the reasons why MWO's population is so low, the log in requirement is at the very very bottom of the list.
If you actually used your brain you'd understand that this little thing that takes very little effort to implement while making a nudge to bring a bit more population into the game making it very efficient deal. This, along with numerous other QoL and NPE stuff that MWO lacks is one of the reasons for your low population, big baby.
And I'm not telling people to skip events,
I do skip and so do others.
