The engine cap might be a small problem, since 315 is neither an efficient weight nor does it grand an impressive top speed. With the very effecient 300 engine you are barely faster than a Dire Wolf. On the other hand, you are faster, probably a lot more mobile and you pack a punch.
Its ECM may not be a game changer, but it helps, especially in QP (which is what people play anyway). The JJ are only 1t and useful to traverse difficult terrain; definitely a plus.
But again, the performance of IS assaults is largely determined by their quirks to compensate for the worse engines they have to use. If PGI is generous, the Gunslinger will be a very strong Mech. If PGI decides to give it mediocre quirks for having ECM and JJ, it could end up being irrelevant.

It would not surprise me for PGI to give it the Fafnir treatment and pre-nerf the engine cap down to 275/280

In the light of the Marauder II, I am just a bit worried about the potential quirks. One can never rely on quirks. The chassis must be sound. And the Gunslinger has a lot going for it, as explained before, but PGI tends to give lesser quirks to Mechs with ECM and JJ.
But then, it is an IS assault. They all depend on quirks, each and everyone of them. The good ones are those with good quirks.
