My Adder wouldn't mind some armor quirks, 5 mpl light hunting is hard work when heavy mechs decide to use you as portable leg cover; only to shot you in the back, while blocking your back up route when the enemy shots back.
As for the Urban IIC having armor quirks I could see it as it would have pretty much the same hard point count as the IS urban, ad the difference in weapons it would mount are minimal.

Not that I don't want the mech in-game.
It's my most favored mech to be added in fact.
The problem is that PGI royally screwed this one up.
Someone had the genious idea to design the IIC model before the clans were even introduced into the game, and have it as the Urbanmech R63(C) 's skin in the Urbie' s mechpack Collector's edition. "Coz why not?" I guess...
The model is already in game, so there would be a need for a third one, and no-one seems up for the task because it's more important to design made-up Franken-assaults (contrary to any pre-established Lore and despite already existing far better options for a "pirate's mech" like the Brigand) than making up for past mistakes or giving the community one of the few mechs that have been consistently requested for years to no avail despite not requiring any additional tech introductions (unlike IS omnis for example).
One of the key factors in a game is visual recognition. Mechs must be easy to differentiate just by looking at it, a good example of this principle would be the Jenner VS Jenner IIC or the Orion VS Orion IIC. Which helps recognize the threat even before the enemy information ® has loaded
But having two similar models for a single mech is quite problematic, so PGI would have to design a mech that while differing from the two pre-established ones, fits with the clanner aesthetic.
Plus most of their current resources go towards MW5.
The only content we've seen in months were either MW5 asset mechs or clan-tech along with it's respective spreadsheet nerfs.
In March old maps are even going to be reintroduced in the rotation, but is it because after being requested for years, the playerbase's insistence worked? Or is it because there is no better option being developed in the meanwhile, and that may help stop the player numbers bleed?
And all this negativity just helps the "abandon ship! Effect" towards MWO, specially since a lot of the player base already left once the skill tree dropped...
So don't expect the Urbanmech IIC to be added any soon.
That will make the next mechpack be a tiny bit less of a disappointment.
You can't lose your hopes if you don't have any left.
