PGI can still offer MW5 at the Epic store if they want, the angst is about exclusive (which would probably mean cold hard cash for PGI).
Also its not "just" the split, if using unreal engine then the Dev`s don't have to pay the royalties either.
Still the Steam mod support is probably telling the most, in the recent video from Ars Technica they talked about modding a bit, so that`s still in.

Rebel Galaxy Outlaw is an exclusive, that`s being developed by a team of 4 people or so.
I would guess its more up to the potential of the game and if it fills a niche
