I think I figured it out.
Go to your Steam -> Mechwarrior installation folder and copy all the contents inside (it'll include Bin64, Engine, Game, system.cfg, etc.,).
Now paste them inside the "Piranha Games -> MWO Public Test" folder.
Once that is done, go to the MWO Portal folder and run the MWO Portal.exe
When that launcher opens, click on the settings icon in the top left (3 horizontal bars) and select "Run MWO Repair Tool"
You should be set now. I'm in the process of doing it so I can't confirm whether it works or not. I'm basing the above steps on the fact that when I ran the Repair Tool, it said certain files were missing which were the files located in the MWO Steam folder. So, it started downloading all of those files into the MWO Test Folder. Based on that, I think what I suggested should bypass having to redownload the game from the net. I'll keep this updated once it finishes.

Yep, that method worked. I can now see the "Play" button instead of "Patch" in the MWO PTS launcher. Unfortunately, I can't test it out right now as I'm at work and I have to wait a few more hours before I'm back home. Anyway, if anyone wants to know how to make the Steam version of MWO work with MWO PTS without having to redownload the game, then follow the above steps.
