Not true, at least per PGI. MM only utilizes Tiers for the MM, which utilizes PSR bar for Matchscore with low threshold levels to determine movement.
A highly skilled player starting from scratch in SQ may average approx 1000 games to reach Tier 1, where another player with a challenging gameplay (computer/health/loretard, etc.. ) may take 8k-10k games to reach Tier 2 or Tier 1.
But PGI MM sees them both, 350-MS and 180-MS as EQUALS because they are in Tier 1. So, as when we had Elo, generally the side with more higher averaged MS players will win. The real differences between Tier MM and Elo MM is that with Tier/PSR it is extremely difficult to drop tiers due to the low PSR thresholds which determines movement.
As for the Group/Solo queues, I would be for having Pugs drop into Group (limit 3 max per side, lets not get carried away) and 2-man in the other queue. For both sets the players would NOT be able to opt out of the default queue.....
imho, the real issue is that PGI would frak it up, especially if they setup the "release" valves to allow more than one 2-man/side., or even not even have that limit in place.
IF, and I am saying IF (chuckles.. maintenance mode and lack of bandwidth) Tiers should be realigned/reseeded and PSR thresholds increased, as well as have MM use avg MS over last 300-500 games to fill up the teams within a 1-tier range, ie T1+T2, T2+T3, T3+T4, T4+T5
The Tier realignment, PSR/MM revision though really needs to be done MW5 is released in December. That is likely simpler to modify than mixing up the Quickplay queues.
