Is it possible to save different keyboard control setups to different mechs? For example, to have mouse button 3 assigned to fire weapon group 3 on mech "A", but to have it activate a consumable on mech "B"? Or would I have to change it each time?

best you get is setting weapon groups accordingly, like using one thumb button for a consumable and the other for a weapon group

I wish there's a way to "export" your MWO game client settings, for transferring it to your new computer (which I may be about to do).
Then go to new computer, "import" MWO game client settings. Voila !

Edit: As promised, you can find your custom settings in C:\Users\your user\Saved Games\MechWarrior Online\profiles
Attributes.xml holds your game settings
keymaps.xml holds your custom keybinds
you can copy the whole folder to the new rig and all your settings will be there. In \logs you can also find useful information in case you're facing crashing issues. The folder also holds your saved mech- and skilltreebuilds.
Just browse it and you can find interesting stuff, like your custom mech thumbnails.

You can replace the thumbnails with custom graphics too, if you set the file to Read Only so that the client can't overwrite it again.
