Marauder MAD-9S: basically a MAD-3R with ECM and a headmounted E-hardpoint.
Bushwacker BSW-L1P: it would allow using an AC/20 and an XL-engine (AC/20 instead of the LBX, hence the P)

Edit: I had an additional idea--make this a contest. Reward each player that presents a variant that gets added to the game, but each player can win only once. Reward is 92 GSP. One entry per person, 5 mech variants, no new mechs (including new IIC), layout hardpoints for each location in a certain order to be valid, edit your post if you want before the deadline, you must adhere to the post rules to win. There. Done. Feedback should then be in a more consistent format for you to digest and act on.

I know you said let's say a machine that's already in the game.
I’m saying one that you’re halfway done and could easily (I think) bring into the game.
And this is the 20 tons classic clan omni 'Mech, the Fire Moth.
The lower body and legs of the Fire Moth are the same as the Mist Lynx, all you have to do is change the position of the arms and create the torso.
Since I think there is a shortage on the clan side of the 20-ton light 'Mech, it would definitely be worth considering.

Amen. The Clans have very little in the way of Light 'Mechs. I would love to see the Fire Moth (Dasher) in the game, and it is the last one from the TRO 3050.
There's also a need for more Light's for the Clans. I mean, the Inner Sphere in this game has that cornered in spades. The Hellion would be a nice addition as well. Not to mention the Howler (Baboon) and Horned Owl (Peregrine). Just to name a few. Also, the Fire Falcon would make an excellent choice to see in this game. Whatever they choose, I certainly hope it's the Fire Moth. Please. Please, Daeron, ask Russ to make this happen.

For the topic at hand it would be nice to have an ECM capable IS Jenner. At the moment the Jenner's tonnage and size give it a significant disadvantage compared to other lights. The Raven is almost always a better choice due to its ability to mount ECM. Adding an ECM capable Jenner would help even things out and keep a steady variety of light mechs in the field. For weapons it would be interesting to have some ballistics, such as two machine guns in the Jenner's CT (this would keep people from making wacky meta AC20 stealth jenners), and SRM6s on the arms. So in short a Jenner with 2B, 2-4M, and ECM.
Speaking of Jenners and new variants, I think it would generate a lot of positivity within the community if there were to be more charity related mechs like the old Sarah's Jenner. I know this may be difficult to coordinate with the appropriate charities but would both help people out and would bring the community together under a wholesome cause.
Those are my two cents.

There are many better choices for the next Clan light.

That may be true. But how often do you kill a Flea?

I don't even see Fleas that often, so...not very often? It's not a great comparison though because Fleas have a compact boxy form versus the volumetrically larger humanoid form of the Dasher. Fleas also have small arms that won't catch incoming fire like the Dasher's.
Hellion, Fire Falcon, Locust IIC, Commando IIC, Wolfhound IIC, Urbanmech IIC, Pack Hunter, Peregrine...I can think of a bunch of Clan lights I'd rather see before the Moth.
On a side note, this discussion just made me realize how few choices the Clans have for 20-ton light mechs. Piranha (already in-game), Fire Moth, and Howler...and that's it.

Adding ghost heat limit quirks, range/cooldown quirks for specific weapon systems, armor quirks to under performers.

It was a ******* change that needs to be reverted, as mentioned in the community suggestion document here: https://www.dropbox....w/GULAG_v2.pptx on slide 27. The entire document is presented by TTB here:
This change also hurt the Jenner, Cicada and Stalker, making them less useful. As the document so clearly states: STOP CREATING PROBLEMS!

The engine has a hard limit of about 170km/h. Which is THE main reason the Dasher was never built for MWO, since it comes with a fixed MASC.

The Gargoyle's locked CXL400 engine is a big, honkin' problem. This is an 80-ton Assault Mech which wastes valuable pod space on a 33.5ton engine and has practically no Torso weapons outside of the GAR-E.
...
The Summoner suffers from similar issues. It's a fast 'Mech with a small number of hardpoints ostensibly designed for carrying "big guns" in a weight class which is better suited to carrying large numbers of smaller guns.
Good points. Agreed.

I'm well aware that it's from 3057, but if we have the Hellfire in game then timeline shenanigans are fair game. The IS could use a lot of help bringing PPCs back into a semblance of viability, and who better than the biggest, baddest Assault Mech to come out of the Free Worlds League? The Awesome chassis as present ingame has too many vulnerabilities to make it desireable a direct-fire long-range Assault mech, but the addition of an ECM variant gives it a niche.
To try and flesh out the request, I'll try and propose a build. Heaven knows if it's any good.
Suggested hardpoints:
Head: 1 Energy
Middle Torso: 1 ECM
Right Torso: 1 Energy, 1 AMS
Right Arm: 2 Energy
Left Torso: 1 Energy
Left Arm: 2 Energy
Placing the extra energy hardpoints in the arms helps the chassis feel distinct from the 8Q as an energy boat, and helps to balance out the presence of ECM by having the bulk of the energy slots in the arms rather than the more well-protected center torso.
Suggested quirks:
Max Engine: 300
Energy Range: +10%
PPC HSL: +1
PPC Heat: -10%
PPC Velocity: +20%
Base Structure CT: +25
Base Structure LT: 18
Base Structure RT: 18
The quirks as proposed would apply to regular PPCs, given the 9Q's lack of ERPPCs in-universe even after they had largely supplanted PPCs, and are designed to help them keep pace with ERPPC when put on the 9Q. Compared to the 9M, there's less heat management (--10% heat for PPCs compared to -15% for ERPPCs on the 9M and -20% on the 8Q) and it lacks the cooldown perks on the 9M and the more efficient heat handling of PPCs and other energy weapons alike on the 8Q. While it'd be tempting to bring the PPC HSL up to +2, the heat management already present should suffice. The energy range helps add some more coverage to the stock PPC-based loadout and some versatility to other energy weapons. Naturally, the inclusion of ECM helps cover the range gap.
But hey, I'm no game designer.

Also, I would like to see an arm-mounted balistic variant of the Catapult with size-adjusted canons. I know we can kinda do this with the 2K and the 2C, but it's not visually pleasing.
Lastly, I would like to see ARROW systems implemented......... aaand cosmetic arms for the Catapult when using them, like the ones on the Ebon Jaguar when using SRMs.
Thank you in advance for your efforts, and please be safe.
