They changed it from TT (not a complaint but an important note) in interesting ways.

ive decided that i like the mw5 implementation of rifles, ive already created 2 threads about it. if implemented in mwo in this way, it would fill in the low end of ballistic weapons quite well. would give light and medium mech ppfld ballistic options. low dps makes them suitable to hit and run tactics without being op.
filling this niche with lacs/pacs would pose other issues. these would almost certainly be range gimped dps weapons rather than ppfld weapons, possibly burst fire. otherwise they would take up design space occupied by snubs and lppcs. they would have the same range vs damage tradeoff relationship. but the rifles flip that around with the bigger gun getting the most range. you could use the rifle implementation and call them lacs/pacs, since you would need to give the clans something too (i feel like clans are currently hurting for ballistic options).
