Yes, it was more due to incompetence than ISIL being military geniuses. But the point was that you can't just copy&pasta vehicles/tanks/whatever, hand over that equipment to whoever, and expect results out of them. Real life is not an RTS.
For that matter, NATO / ISAF also lost some battles against the Taliban despite overwhelming firepower and materiel advantages, complete control of the skies for surveillance, etc. It ain't just a bunch of uneducated yahoos in trucks, either. Not like it's an uncoordinated group of dudes with rifles who just take potshots and fade away into the hills. If you read declassified reports of some of these battles, such as
those offered here, you begin to see a picture of an enemy that is rather sophisticated at the strategic and operational level. So sometimes you also can lose not because of gross incompetence, but because the enemy is cunning and gets a vote, too.
Anyways, while modern industrial methods makes it possible to churn out lots of copies of a vehicle fairly quickly, we haven't quite figured out how to educate most human beings at faster paces. It still generally takes several years (2+ years) to train someone in higher education in any particular field, and speaking as an engineer who has worked professionally for the last 16 years, I can tell you that the 4 years in university only really gave me a basic foundation, and that I was still very very green when I first entered the workforce, and I needed many more years of experience and learning in order to have obtained the skills I have today. If I were to get a clone of a 22-year-old me, and get that guy as an intern to train, I doubt I could meaningfully accelerate that learning process.
