reason coud be that in every match you have every kind of player present, from tier 5´s up to tier 1´s.matches are found so fast, with the not so big player base i woudnt wonder.Or do you guys from tier 2 and Tier 1 wait longer then 30 seconds for a match (worst case) or more often insta drop?
a reason for 'less comms in higher tiers' is that you're supposed to know your basics there. no need for "they're flanking on the left", no "they have snipers", "they got lurms", "get me a lock" and all the other comm-clutting stuff, that gives you 0-intel but buzzing ears.
the other side of the same coin:
people (should) do less st*pid sh*t like yolo-soloing into a group, so there's no comms trying to prevent that. and even if people do said stuff, we still don't clutter comms to "help" them avoiding that, as they WANT to do sth stupid, apparently. play long enough and you'll realise that 'stupid is as stupid does', and you can't fix it (outside of the 'still new, I'm learning-t5 bracket').
so you shut your mouth, accept that you got X "special-people" on the team and carry on playing to 'your best'.
TLDR: less comms in higher tiers might come of as 'unfriendly', but more often than not is a convention like 'no need for useless comms - keep the channels open for actually useful stuff".
